    Please read these terms carefully before using PrajaPulse.

    Important: Not a Government Entity

    PrajaPulse is a private, community-driven platform. It is NOT affiliated with, sponsored by, authorised by, or representing any government entity, agency, department, or official body. It does not facilitate government services, does not officially submit complaints to any government department, and does not guarantee that any issue reported on the platform will be reviewed, acknowledged, or resolved by any authority. All reports are user-submitted content, posted solely at the user's own choice and responsibility. For official government grievance redressal, please visit the respective official government websites of your state or central government.

    1. Acceptance of Terms

    By creating an account, accessing, or using PrajaPulse ("the Platform") in any way — via web, mobile application, or API — you confirm that you have read, understood, and agree to be bound by these Terms and Conditions ("Terms") and our Privacy Policy. If you do not agree, please do not use the Platform.

    These Terms apply to all users regardless of role — citizens, volunteers, group administrators, and any officials who choose to participate.

    2. About PrajaPulse — What It Is & What It Is NOT

    What PrajaPulse IS:

    A community platform where citizens document civic issues with photos and location.

    A public space where reported issues are organised by category and likely responsible department — for community reference only.

    A system where community members can verify, support, and discuss civic issues.

    A transparency tool where issue status is tracked publicly by the community.

    A space where civic groups can coordinate community action.

    What PrajaPulse is NOT:

    NOT a government service or official grievance portal.

    NOT a guaranteed delivery system to any government department or official.

    NOT a platform that can compel any authority to take action.

    NOT a substitute for official complaint mechanisms (RTI, CPGRAMS, municipal portals).

    NOT responsible for whether any reported issue gets resolved.

    NOT an emergency service — for emergencies, call 112 or local authorities.

    On notifications: The Platform may send notifications about issues to designated representatives who have voluntarily registered. Such notifications are a courtesy feature and do not constitute official complaints, legal notices, or guaranteed communication.

    3. How to Use PrajaPulse — System Usage

    PrajaPulse works in the following steps. Please understand the limitations at each stage:

    1. Report a Civic Issue

    Take a photo of a public/community problem (road, drain, streetlight, etc.), add your location, select a category, and submit. Your report becomes publicly visible.

    2. Organised by Department

    The platform automatically categorises your report under the likely responsible department. This is for community reference only — it is NOT an official submission to that department.

    3. Community Verification

    Other citizens in your area can verify your report (confirm it is real) and support it. Higher support shows community priority.

    4. Public Tracking

    All issues are tracked publicly. Status changes (Raised → Verified → In Progress → Resolved) are visible to everyone. Resolution is NOT guaranteed by the platform.

    5. Notifications (Best-Effort)

    If designated officials have voluntarily registered on the platform, they may receive notifications. This is a courtesy feature — not a guaranteed delivery or official communication.

    6. Trust & Reputation

    Genuine, verified reports build your trust score. False reports, violations, or abuse lower your score and may result in account restrictions.

    Important: Resolution of civic issues depends on the relevant authority's processes, available resources, jurisdiction, and applicable laws and policies — which is beyond PrajaPulse's control. The platform provides public documentation and community awareness, not guaranteed outcomes.

    4. Account Registration & Security

    You may register using a valid email address or Google account. You must provide truthful information during registration. You are responsible for maintaining the confidentiality of your credentials and for all activity under your account.

    You may hold only ONE active account. Creating multiple accounts to manipulate trust scores, voting, or issue reporting is a serious violation and may result in permanent suspension. Notify us immediately at [email protected] if you suspect unauthorised access.

    5. Age Policy

    PrajaPulse is open to users of all ages. The Platform strictly prohibits nudity, sexually explicit material, violence, abuse, and any content harmful to minors.

    If you are under 18 years of age, you confirm that you have your parent or guardian's permission to use the Platform and that they have read these Terms. Parents and guardians are responsible for supervising their minor children's use of the Platform.

    6. Your Responsibilities

    As a PrajaPulse user, you agree to:

    Provide accurate, truthful information when registering and reporting issues.

    Report only real civic issues you have personally witnessed or have reliable first-hand evidence of.

    Upload only community/public issues — problems affecting public infrastructure, services, or safety.

    NOT upload personal information, photos, or identifiable details of any individual without their explicit consent.

    Describe the PROBLEM (what is broken), not the PERSON (who you think is responsible). Do not name individuals, businesses, or contractors in accusations.

    Respect the dignity and privacy of all individuals mentioned in reports.

    Not post hateful, discriminatory, defamatory, threatening, or obscene content.

    Not impersonate any person, government official, or organisation.

    Not use the platform to make false accusations against specific individuals.

    Not attempt to identify anonymous reporters or share the suspected identity of any user.

    Not participate in coordinated campaigns to target any person, business, or community.

    Ensure media you upload does not violate third-party intellectual property rights.

    Not use automated scripts, bots, or crawlers without prior written permission.

    Keep your login credentials confidential and notify us of any unauthorised access.

    Accept that posting an issue makes it publicly visible and that you are solely responsible for its accuracy.

    7. Content Rules — What You Can & Cannot Post

    Allowed Content:

    Photos/videos of civic infrastructure problems (roads, drains, streetlights, water supply, etc.)

    Descriptions of public infrastructure and service issues affecting your community.

    Reports of unsafe public spaces (without identifying private individuals by name/face).

    Reports relating to public infrastructure or public service concerns, provided they comply with these Terms.

    Community issues affecting a locality or neighbourhood.

    Strictly Prohibited Content & Conduct:
    Personal Info Without ConsentPosting someone's name, face, address, phone number, or any identifying information without their explicit permission.
    Nudity & Sexual ContentAny nudity, sexually explicit material, or content of a sexual nature. Zero tolerance policy.
    False / Fabricated ReportsDeliberately inventing civic issues, manipulating photos, or misrepresenting facts to mislead the community.
    Defamation & Personal AccusationsMaking false statements about identifiable individuals, businesses, or contractors. Reports must describe observable problems (e.g., "road incomplete"), not blame people (e.g., "X is corrupt").
    Hate SpeechContent targeting individuals or groups based on religion, caste, gender, ethnicity, disability, or sexual orientation.
    Harassment & ThreatsThreatening, stalking, intimidating, or systematically targeting other users or any person.
    Doxxing & Identity ExposureAttempting to identify anonymous reporters through any means, or sharing the suspected identity of any reporter on or off the Platform. This constitutes harassment and may be reported to law enforcement.
    Coordinated Targeting & Mass CampaignsOrganized campaigns to target any individual, business, community, or political entity through mass complaints, false reports, or systematic harassment. Coordinated attacks will be reported to law enforcement.
    Spam & ManipulationMass-posting duplicate reports, coordinated inauthentic voting, or artificial inflation of trust scores.
    Incitement to ViolenceAny content encouraging, glorifying, or inciting physical harm against any person or group.
    National Security ContentContent depicting military installations, security force deployments, sensitive government infrastructure, border areas, or any information that could compromise national security.
    Illegal ContentAny content violating applicable Indian laws, including privacy violations, obscene material, or seditious content.
    Political CampaigningUsing civic reports as a vehicle for partisan political propaganda or election campaigning. Naming candidates or political parties in complaints is prohibited.
    Platform AbuseAttempting to reverse-engineer, scrape, hack, or disrupt platform infrastructure or security systems.

    Violation of content rules may result in content removal, trust score reduction, temporary suspension, or permanent ban — depending on severity. Repeated or serious violations will be reported to law enforcement where required by Indian law.

    8. Content Ownership & Licence

    You retain ownership of all content you submit to PrajaPulse (reports, photos, comments). By submitting content, you grant PrajaPulse a non-exclusive, worldwide, royalty-free licence to display, reproduce, and distribute that content solely for:

    Displaying it on the Platform for community awareness.

    Organising it under the likely responsible department (for reference only).

    Generating anonymised, aggregated civic statistics.

    This licence ends when you delete your content or account, subject to retention requirements described in our Privacy Policy. PrajaPulse does NOT claim ownership of your content and will not sell or monetise it.

    9. Platform Features — Specific Rules

    Trust & Reputation System

    Your trust score reflects your civic contribution history. Scores may be adjusted by administrators for policy violations. Genuine mistakes are treated differently from deliberate abuse.

    Civic Groups

    Groups are community spaces for coordinated civic action. Group administrators are responsible for content within their groups. PrajaPulse reserves the right to dissolve groups that violate platform policies.

    Volunteer Programme

    Volunteers assist with issue verification and community support. Volunteer status may be revoked for conduct violations. Volunteers are held to a higher standard of accuracy.

    Anonymous Reporting

    You may submit reports anonymously — your name and profile are hidden from other users. However, we retain an internal account record for integrity. We may be compelled to disclose identity under valid Indian court orders. Repeated false anonymous reports result in restrictions.

    10. No Guarantee of Resolution

    PrajaPulse does NOT and CANNOT guarantee:

    That any issue you report will be resolved.

    That any government official will see, read, or act on your report.

    That any authority will take action within any specific timeline.

    That notifications will reach intended recipients.

    That community support or verification will lead to government action.

    That the platform will be available without interruption at all times.

    The platform's role is limited to: providing a space to document issues publicly, organising them by category and location, enabling community verification and support, and making information visible. It is a tool for public awareness, not a guaranteed service delivery system.

    11. User-Generated Content Disclaimer

    All content on PrajaPulse is submitted by users. The Platform does NOT verify the truthfulness of every report, does NOT endorse or validate any user-submitted claim, and is NOT responsible for inaccurate, misleading, or false content posted by users. PrajaPulse acts as an intermediary platform, not a publisher.

    Users who encounter false, misleading, or harmful content should use the in-app reporting mechanism. If you believe content violates your rights, contact our Grievance Officer (Section 17).

    12. Content Moderation & Takedown

    PrajaPulse reserves the right to remove content that violates these Terms, suspend or ban accounts, and downgrade trust scores for policy breaches. We comply with valid legal takedown orders.

    Takedown process: Any person affected by content on the Platform may file a complaint with our Grievance Officer. We acknowledge complaints within 24 hours and make a decision within 15 days (as per IT Rules 2021). Manifestly illegal content will be removed within 36 hours of receiving a valid court order or government direction.

    13. Safety & Real-World Harm Prevention

    PrajaPulse is designed to document civic infrastructure issues — not to enable personal conflicts, violence, or targeting of individuals. The following rules exist to prevent real-world harm:

    Anti-Violence Policy

    Content that could reasonably lead to the identification and physical targeting of any individual is strictly prohibited. The Platform is not responsible for any offline actions, confrontations, threats, or violence arising from content posted by users. Users who identify individuals in reports do so in violation of these Terms and bear sole legal responsibility for any consequences — including criminal liability under Indian law.

    Anti-Doxxing Policy

    Attempting to identify anonymous reporters — whether through technical means, social engineering, contextual deduction, or any other method — is strictly prohibited. Sharing the suspected identity of any reporter, on or off the Platform, constitutes harassment and will result in permanent account termination. Such actions may be reported to law enforcement authorities.

    Anti-Retaliation Policy

    Any person — including government officials, contractors, or private individuals — who retaliates against a reporter (whether identified or suspected) for raising a civic issue commits an independent wrong. PrajaPulse will cooperate with law enforcement investigating retaliation. Users who face threats or retaliation should immediately contact local police and inform our Grievance Officer.

    Anti-Coordination / Anti-Gang Policy

    Coordinated or organised campaigns to target any individual, business, community, caste group, religious group, or political entity through mass complaints, false reports, or systematic harassment are strictly prohibited. Such activity — whether conducted by gangs, political operatives, business rivals, or personal enemies — will result in permanent bans for all involved accounts and may be reported to law enforcement. The Platform actively monitors for coordinated inauthentic behaviour.

    National Security

    Content depicting or revealing military installations, security force deployments, sensitive government infrastructure, border areas, nuclear facilities, or any information that could compromise national security is strictly prohibited and will be immediately removed and reported to relevant authorities.

    Reporting Principle: Describe the Problem, Not the Person

    Reports must describe observable civic problems (e.g., "road resurfacing appears incomplete at this location") rather than attributing blame to specific individuals, contractors, or organisations. Naming any person or business in an accusation without independently verified evidence constitutes potential defamation and violates these Terms. Focus on what is wrong, not who is responsible.

    Protection of Officials

    The Platform does not rate, rank, or publicly evaluate individual government officials. Issues are organised by department and location, not by individual. Any content that singles out a named individual official for personal criticism — rather than describing a civic problem — will be removed. Officials who voluntarily register on the Platform to respond to issues are protected from personal targeting.

    14. Disclaimers

    PrajaPulse is provided "AS IS" without warranties of any kind. Specifically:

    PrajaPulse is a private, community-run platform for documenting civic issues — we make no promise or guarantee that any reported issue will be reviewed, forwarded to, or resolved by any authority.

    We are not responsible for the actions, decisions, or response timelines of any government department, public authority, or third party.

    Issue resolution depends on the relevant authority's processes, available resources, jurisdiction, and applicable laws and policies — entirely beyond our control.

    All content on the platform is user-generated. PrajaPulse does not verify the truthfulness of every report and is not responsible for inaccurate, misleading, or false content posted by users.

    Public profiles and civic data may be visible to other users as part of the platform's transparency design.

    Platform availability may be interrupted for maintenance, updates, or unforeseen technical issues.

    PrajaPulse does not endorse, validate, or take responsibility for any user-submitted claim or report.

    The Platform does not rate, rank, or publicly evaluate individual government officials. Issues are organised by department and location, not by individual.

    Under no circumstances shall PrajaPulse be liable for any physical confrontation, violence, injury, death, property damage, or any real-world harm arising directly or indirectly from content posted on the Platform, interactions between users, or actions taken by any party based on information found on the Platform.

    During election periods as notified by the Election Commission of India, the Platform may apply enhanced content review. Any content attempting to influence electoral outcomes is prohibited.

    15. Limitation of Liability

    To the maximum extent permitted by applicable Indian law, PrajaPulse and its operators shall not be liable for any indirect, incidental, special, consequential, or punitive damages — including but not limited to loss of data, revenue, reputation, or goodwill — arising from your use of or inability to use the Platform.

    We are not liable for the actions, decisions, or response timelines of any government body, public authority, or other third party.

    16. Indemnification

    You agree to indemnify and hold harmless PrajaPulse, its founders, employees, and affiliates from any claims, damages, losses, or expenses (including legal fees) arising from: content you post on the Platform, your violation of these Terms, your violation of any third party's rights, false or misleading reports you submit, or any legal action resulting from content you created.

    17. Intermediary Status & Legal Compliance

    PrajaPulse operates as an intermediary platform under Section 2(1)(w) of the Information Technology Act, 2000. We do not initiate user content, do not select receivers, and do not modify user submissions (beyond organising by category/location). We comply with due diligence requirements under the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021 and claim protection under Section 79 of the IT Act.

    18. Grievance Redressal

    In accordance with the Information Technology Act, 2000 and IT (Intermediary Guidelines) Rules, 2021, PrajaPulse has appointed a Grievance Officer. You may contact them for content takedown requests, privacy concerns, account disputes, or any complaint about Platform content affecting your rights.

    Acknowledgement within 24 hours. Resolution within 15 days.

    19. Law Enforcement Cooperation

    PrajaPulse cooperates with law enforcement authorities in accordance with applicable Indian law. When required by valid legal process, we may share:

    Account details (name, email, phone number, registration date).

    IP addresses and device information from login and submission records.

    Full submission history (all issues, comments, and actions taken by the account).

    Media files and associated metadata (timestamps, location data, file hashes).

    Internal account links for anonymous reports (account ID connecting to submissions).

    We will notify the affected user when their data is shared with law enforcement, unless legally prohibited from doing so. We do NOT proactively share user data with any government body, official, or third party without a valid legal order from a competent Indian court or authority.

    20. Governing Law & Jurisdiction

    These Terms are governed by the laws of India. Any dispute arising from these Terms or your use of the Platform shall be subject to the exclusive jurisdiction of the courts in Bengaluru, Karnataka, India. Before approaching any court, you agree to attempt resolution through our Grievance Officer.

    21. Account Termination

    You may delete your account at any time from your profile settings. We reserve the right to suspend or permanently ban accounts that violate these Terms, without prior notice in cases of serious violations (hate speech, systematic fraud, illegal content).

    Upon termination, your personal identifiers will be removed as described in our Privacy Policy. Civic records (issue reports, resolutions) may remain in anonymised form for public accountability purposes.

    22. Third-Party Services

    PrajaPulse integrates with Google (OAuth sign-in), Firebase (authentication & notifications), Cloudflare (CDN and security), and other service providers. Your use of these services is also governed by their respective terms and privacy policies. We are not responsible for the practices of third-party services.

    23. Changes to These Terms

    We may update these Terms periodically. Material changes will be communicated via email or an in-app notice at least 7 days before taking effect. Continuing to use PrajaPulse after the effective date constitutes acceptance of the updated Terms.

    24. Severability

    If any provision of these Terms is found to be invalid or unenforceable by a court of competent jurisdiction, the remaining provisions shall continue in full force and effect.
